Rawalpindi or Islamabad? The plate decides, not the postcode
Nowhere else in Pakistan do two vehicle registries sit this close together. A car can be bought in Saddar, driven daily in Blue Area and serviced in Bahria — and still be a Punjab record. Checking the wrong database returns an empty result, which honest sellers find insulting and dishonest ones find useful.

Same portal as Lahore and Multan — Punjab runs one province-wide system. There is no separate Rawalpindi site.
Confirm it is actually a Punjab car
Rawalpindi plates run the RI series and belong to Punjab Excise. If the plate is an ICT series the car is Islamabad-registered and this process will not find it.

How do I verify a Rawalpindi-registered car? +
Use MTMIS Punjab, not the Islamabad portal. Rawalpindi is a Punjab district, so its vehicle records sit with Punjab Excise, Taxation & Narcotics Control. Enter the registration number on the MTMIS site or send it by SMS to 8785 and you will get the make, model, model year, engine and chassis numbers, the registered owner and the token-tax position — free, in about a minute.
Is Rawalpindi verification the same as Islamabad verification? +
No, and this is the single most common mistake we see in the twin cities. Rawalpindi belongs to Punjab and uses MTMIS Punjab with SMS 8785. Islamabad is federal territory and uses the ICT Excise portal with SMS 8521. The cities share a border and a labour market, but not a vehicle registry. A Rawalpindi car checked against Islamabad records returns nothing at all — which is not evidence of fraud, just the wrong database.
What does an RI number plate mean? +
RI is the Rawalpindi registration series issued by Punjab Excise. Older plates carry a plain RI prefix, newer ones follow the RIA to RIZ pattern with the year embedded. If you are looking at a plate that starts with an ICT series instead, the car was registered in Islamabad and is checked a different way.

The registering authority’s. A Rawalpindi-registered car is a Punjab Excise matter for verification, token tax and transfer, no matter where the seller lives or where you meet to see the car. Plenty of Islamabad residents own RI-plated cars — it is normal, not a red flag in itself. What matters is that the record, the file and the person signing all agree.
How do I check if a Rawalpindi car has an outstanding loan? +
You largely cannot, from the portal alone — this is the gap that costs buyers money. MTMIS does not reliably display an active bank lease or hypothecation, so a car can present a clean online record while a bank still holds a legal interest in it. Confirming lien status means examining the file itself, which is exactly what a paid document verification is for.
What token tax applies to a Rawalpindi car? +
Punjab’s schedule, collected by Punjab Excise — not Islamabad’s. Buyers who move between the twin cities sometimes assume the tax follows the driver; it follows the registration. Check the token-tax status on MTMIS before agreeing a price, because arrears transfer with the vehicle and can be several years deep on a neglected car.
Do I still need an inspection if the papers verify? +
They answer different questions. Verification confirms the car can be legally and cleanly transferred to you. An inspection tells you what the car is actually worth — accident repair, engine condition, structural damage, odometer plausibility. Is there a separate MTMIS Rawalpindi website? +
No. There is one MTMIS Punjab portal covering every district in the province. Searches for a dedicated Rawalpindi portal usually lead to third-party sites that mirror or scrape the official data, sometimes charging for it. Use the official Punjab Excise site or the 8785 SMS service — both are free.
What if the online record shows a different owner? +
It usually means the last transfer was never completed, which is common in the twin-city used market where cars change hands quickly. It is not automatically fraud, but you are inheriting the problem: until the chain is regularised, you may struggle to transfer the car into your own name. Establish who is legally entitled to sign before any payment.
